Less restrictive laws

Some countries obviously have less restrictive advertising laws than Norway. Why wouldn't these go through in Norway? I mean, apart from the fact that alcohol ads are prohibited.... Well, just have a look at these and I think you'll understand:
- Russian Vodka ad
-Chinese (?) vodka ad
